As an outcome of the work of our experts, the law of Ukraine #889- VIII “On State Service” came was adopted on May1, 2016. Victor Filipovsky, our Eastern Ukrainian Centre for Civic Initiatives expert contributed to defining the key provisions of the law. He also worked with the specialised committee of the Verkhovna Rada of Ukraine on preparing statutory wording of the law.
In order to implement the law “On State Service”, the following actions took place in 2016-2018:
- The Cabinet of Ministers adopted a complex of laws and regulations. It also issued a number of decrees based on materials, which Victor Filipovsky prepared as a member of the Expert Advisory Council to the National Agency of Ukraine for the State Service.
- The National Agency of Ukraine for the State Service issued a number of orders, which Victor Filipovsky contributed to during their preparation.
Another result was a comprehensive commentary to the law of Ukraine “On State Service”. The document was prepared by the team of contributors from the National Agency of Ukraine and the Centre of Policy and Legal Reform with support of the Government of Germany. Victor Filipovsky was one of the contributors in the team.
Victor Filipovsky, together with M.S. Kruzhylin, prepared a draft document on Professional Classification of the State Offices for evaluation. In December 2015, the draft document was submitted to the National Agency of Ukraine for State Service.
The Verkhovna Rada adopted the law of Ukraine “On Local Government Administration Service” during the first reading on February 9, 2017. The Committee submitted the finalised copy of the law to the Verkhovna Rada of Ukraine on June 7, 2017. Victor Filipovsky was one of the contributors who took part preparing the document.
