The Russian Federation continues to violate IHL on a massive scale: 2023 review
Throughout 2023, Russian servicemen continued to commit numerous violations of international humanitarian law on the territory of Ukraine – deliberate killings and casualties among civilians, summary executions and torture of combatants, sexual violence, indiscriminate attacks, threats to high-risk facilities, looting of property, illegal deprivation of liberty. These violations are the focus of the Annual digest on human rights violations during the war in Ukraine, prepared by the Eastern Ukrainian Center for Civic Initiatives. It briefly outlines the main types of IHL violations that took place in Ukraine during 2023 or became known during this or that period of time.

Deliberate Killings, Attacks on Civilian Objects and High-Risk Structures - Summary of Violations of IHL by the Russian Military in the Summer of 2023
The Russian military continues to violate the norms of international humanitarian law (IHL) on the territory of Ukraine. In particular, during the period from 01 June 2023 to 31 August 2023, a number of violations of IHL norms were recorded, such as premeditated killings, extrajudicial executions and torture of combatants, sexual violence, deliberate attacks on civilians and civilian objects, threats to high-risk structures and facilities, looting of property, arbitrary detention of civilians. This is described in the latest Digest of human rights violations during the war in Ukraine, prepared by the "Eastern Ukrainian Center for Civic Initiatives".

Since the beginning of the full-scale invasion of the Russian Federation, the Eastern Ukrainian Center for Civic Initiatives (EUCCI) has regularly recorded cases of premeditated killings, attacks on the civilian population, sexual violence, threats to high-risk structures and facilities, and looting of property.

     EUCCI experts summed up the results of the first year of the war. New Year's Eve in captivity
Can one celebrate during the war? This issue has divided Ukrainian society into two opposing camps. Some are convinced that any celebrations are inappropriate now. Others insist that even in the most difficult period, small reasons for joy will help one hold on and not fall into despair. There is no official statistics on how many people with special needs are held captive in the "LDNR" ("Lugansk and Donetsk people’s republics"), yet we can say for sure that they are the most vulnerable category among prisoners.
