The Russian Federation continues to violate IHL on a massive scale: 2023 review
Throughout 2023, Russian servicemen continued to commit numerous violations of international humanitarian law on the territory of Ukraine – deliberate killings and casualties among civilians, summary executions and torture of combatants, sexual violence, indiscriminate attacks, threats to high-risk facilities, looting of property, illegal deprivation of liberty. These violations are the focus of the Annual digest on human rights violations during the war in Ukraine, prepared by the Eastern Ukrainian Center for Civic Initiatives. It briefly outlines the main types of IHL violations that took place in Ukraine during 2023 or became known during this or that period of time.

Shelling of civilian objects by Russians remains consistently high, residents of the occupied territories are forced to accept Russian citizenship: these and other outcomes
The Russian Federation does not reduce the scope of shelling of civilian objects, the number of reports of premeditated murder and sexual violence has increased, and the threat to peaceful nuclear facilities remains. These and other violations of IHL norms are reported in the Digest prepared by the Eastern Ukrainian Center for Civic Initiatives.

Most of the civilians killed in Bucha were males of conscription age: a digest of international humanitarian law violations
The largest number of victims killed in the Bucha Raion was males aged between 35 and 60 years (44%). Most of the murdered civilians whose cause of death could be established have died as a result of gunshot wounds, the digest of human rights violations, released by the Eastern Ukrainian Center for Civic Initiatives, says.
